Oceanside CA— On September 19, 2017 at about midnight, OPD dispatch received a call of a sexual assault of a juvenile female. Investigating officers discovered the 14-year-old victim was contacted by the suspect using an app called Spotafriend. Spotafriend allows teens between the ages of 13-19 to message and/or meet one another. The suspect spoke to the victim for two days before meeting at an undisclosed location where the assault occurred.
Detectives were called to the scene and concluded the suspect provided false information to create a profile of a 17-year-old Black male.
On 9/21/17 the suspect was positively identified as 21-year-old active duty Navy Military police officer, Isaiah Jackson (DOB 11/15/95). Jackson is assigned to the San Diego Naval station.
Later that day, approximately 11:00 pm, Mr. Jackson was taken into custody without incident. He is being held at the Vista Detention Facility on charges that include PC 261(a)(2) Rape.
The investigation at this time suggests this was an isolated incident.
