Carlsbad CA— This morning, October 17, at 11:07 a.m., Officer Ron Dement was on foot patrol in an area known to be frequented by homeless persons. While checking on an encampment, he was approached by an individual in the 2700 block of Haymar Drive.
The person told Officer Dement that another homeless person was attempting to revive a person who was laying in the bushes and was unresponsive. Officer Dement radioed for paramedics to respond and then rapidly located the person in distress. He observed a syringe containing heroin next to the motionless body of a person who was unconscious. Initially, the individual had a slight pulse and exhibited shallow breathing.
Officer Dement, assisted by Officer Ramirez, monitored the subject’s pulse and breathing. Prior to the arrival of paramedics, Officer Dement observed the person stop breathing and lost his pulse.
Officer Dement initiated CPR, which he maintained until the arrival of paramedics. The paramedics administered naloxone and the subject regained consciousness.
The subject was transported to a local hospital and is expected to make a full recovery.
